I think the fight would have been more defined if the remaining tributes met at the Lake without the Gamemaker's help. They would have had a formidable fight to the death. Instead of dog vs human, they would have been fighting on opposite sides. I think that Cato would have died because of Katniss's determination to live to take care of her family. Also Katniss and Peeta are very protective of each other, they would not have let the other die at Cato's hand.
I think an ending fight without the help of the beasts could end three ways. With Katniss and Petta winning, but one of them really badly injured. Maybe Cato could have won with his armour protection, since he has more strength adn a sword. Possibly either Katniss or Peeta would win, one sacrificing themselves to let the other kill Cato; like the triangle they had on top of the cornucopia. If both district 12 players got more time to heal they could be able to otherpower Cato. There would definitly have to be more strategy rather than blind actions in a fight without the beasts.
